HHSRS scoring on the 2026 scale

The HHSRS step scores the hazards you judge to be present with the Housing Health and Safety Rating System as amended in England from 23 June 2026. The app does the arithmetic; the likelihood and the spread of harm outcomes are always your own judgement, made for the occupier most vulnerable to the hazard.

What it is

Each assessment records one of the 21 hazard profiles, a likelihood over the next twelve months and the spread of harm outcomes across the four classes of harm (Extreme, Severe, Serious and Moderate). The app works out the score with the published formula, its band (High, Medium or Low) and whether it is a Category 1 or Category 2 hazard.

The 2026 guidance keeps the formula and the Category 1 threshold of 1,000, but its scale points take simpler values:

  • Likelihood: 1 in 1, 2, 3, 5, 10, 20, 30, 50, 100, 200, 300, 500, 1,000, 2,000, 3,000 and less than 1 in 5,000. The slider shows the guidance’s descriptor over each group of four: Very likely, Likely, Unlikely and Very unlikely.
  • Harm outcomes: 0, 0.1, 0.2, 0.5, 1, 2, 5, 10, 20, 30 and 50%. Pick Extreme, Severe and Serious from these, then tap Moderate takes the rest.

Each hazard also shows its national average for all dwellings in England from Part 2 of the guidance: the likelihood, the spread, the score and the group it is scored for. It’s there as your reference point, and Start from this spread copies the average spread for you to adjust. The app never sets the likelihood for you.

How to do it

  1. Open the HHSRS step and add a hazard, from the quick-add buttons or Other….
  2. Drag the likelihood slider to the scale point you judge right, with the national average shown underneath for reference.
  3. Enter the harm outcome spread, or start from the national average spread, until the total reads 100%.
  4. Link the rooms where the hazard presents and add your notes, typed or dictated.

How it integrates

The report, its PDF and the sealed record print each hazard’s likelihood in the guidance’s words, for example “1 in 50 (likely)”, with its score, band and category.

HHSRS is England’s system. Wales still uses the 2006 version (29 hazards, bands A to J), and Scotland and Northern Ireland use their own standards, so for a case there the scorer shows a note and the report’s HHSRS section prints it: treat those scores as a reference only, and use the Housing Standards step for the standard that applies. The HHSRS step starts hidden for Scottish and Northern Irish cases unless your organisation requires it or the survey already holds a score.

Common problems

  • An older assessment shows “Scored on the scale before June 2026”. Assessments scored on the earlier values (1 in 1.8, 1 in 56 and so on) keep the likelihood and score they were sealed with. On a draft, the slider sits at the nearest 2026 point until you move it; moving it changes the likelihood to that point.
  • The total won’t reach 100%. Use Moderate takes the rest, or Normalise to 100% to rescale what you’ve entered.
  • The Wales or Scotland note is showing on an English case. The note follows the case’s nation. Set the property’s nation under Properties in the portal.
